East Orlando now has a “Community Development Council” which we will be working with closely.
The EOCDC is spear-headed by local developer and political candidate Jim Herborn, and is getting expert advise from James DeCocq, who we have worked with before on an incorporation effort.

James DeCocq of NJC Corporate Enterprises will be giving a half hour presentation on the process of incorporating a new city. There will be a question & answer session afterward. This event is sponsored and hosted by Build-Your-Own-Business-in-Orlando, a business development group. More information on the group is available at BYOBOrlando.com.
Lunch will be available in a buffet form (optional - approx $10) from the Blue Fire Grill in the Holiday Inn UCF.
We ask the members of East Orlando HOA to support this informational meeting.

We’ve talked about it for 5 years. Will it happen?
Short answer: YES eventually.
Long Answer: The wheels have begun turning and people are now working on incorporating a new city in East Orlando.
Questions unresolved as of yet?
1: Boundaries. This is undecided but it looks like it’s sure to include Avalon Park, and most likely the other larger communities in the area such as Eastwood, Stoneybrook, Waterford, Cypress Springs, Avalon Lakes, etc
2: Services. Which services will be taken over by the new city? Law Enforcement can be leased from the OCSO at a significant savings. Similar deals could probably be made with schools, water, road maintenance, etc.
3: Taxes. Everyone wants to know - “Will my taxes go up by incorporating?” No promises can be made of the future, but the way things stand now, the answer is probably no. The savings earned by managing and leasing our services should be more than enough to handle the administration of a city in the beginning.
4: What can I do? Well you can host an awareness meeting. If you can get 20 to 40 people together some of our staff can come do a 30 minute presentation with Q&A after. All you have to do is ask.

Recently, the Orlando Sentinel published an article on the incorporation effort currently underway in east Orange County.
The author of the article, Rich McKay, admitted that he was rushed, shorthanded and apologized in advance for any errors.
Although there were a few errors, they are minor in compared with the positive effect of raising awareness for this effort. Thank you again Rich, and please forgive us for stating some corrections below.
John Tenney’s quote should have been “It’s about control and accountability. It’s also possible we can improve services such as police protection, new road construction (in particular work on Alafaya Trail) and crime prevention.” There was no mention of cutting lawns
It should be James DeCocq, not John, and he says “at the end of the day it appears to be break even or better.”

We have a question or two for Linda Stewart:
1: Why would expenses that are currently the county’s responsibility suddenly fall upon the city? Such as sewers, roads and water? This is an incorporation, not a secession.
2: How is your own city of Bell Isle doing it? Did they raise taxes a large amount to incorporate? We see that they are forming their own police department now. Did that involve a city wide assessment?

James DeCocq presented to 16 concerned East Orlando citizens
East Orlando HOA hosted a city incorporation meeting at Boston Coffee House this evening, with James DeCocq and Mayra Etayo of NJC Corporate Enterprises explaining to us the steps that need to be taken to start a new city in East Orlando.
“It’s all about control and accountability.” Host John Tenney said. “Right now the county has all the control and very little accountability to the citizens of East Orlando. If they do something great for us we are happy, but if they stall us or otherwise treat us badly (as in the Alafaya Trail widening and extension) we have very few options of recourse.”
DeCocq explained how the control of the tax money would be in the hands of the city council, rather than the county commissioners.
“What we need now are more awareness meetings.” said DeCocq. “The county may not want us to take control of our funds and may fight us with marketing campaigns. We would like to continue showing this presentation to small groups, no more than 20 people at a time, and raise awareness of what is needed.”

On Monday, January 12th, Jennifer Thompson has called an organizational meeting at Boston Coffeehouse, 6pm. It is in Waterford Commons, across the street from Firkin & Kegler. This meeting is to plan the structure and other organizational, operational methods that our group will use.
On Wednesday, January 14th, the group will meet “in toto” same place, same time. Agendas will include committee updates so please have something ready.
